Moved GDNative singletons discoverer from register_types to
GDNativeSingletonEditor.
Fix enable/disable switch in GDNativeLibrarySingletonEditor.
Separate `gdnative/singletons` and `gdnative/singletons_disabled`
project settings, keeping "on by default" behavior.
